The Role of the Public Service Commission

What Loksewa Aayog does, why it is independent, and how that independence is protected.

The Public Service Commission, known in Nepali as Loksewa Aayog, is the constitutional body responsible for conducting competitive examinations to recruit civil servants across Nepal. Its purpose is to keep recruitment on the basis of merit, fairness and transparency, independent of political influence.

The commission sets syllabi, conducts written and oral examinations, and recommends candidates for appointment across a wide range of government services, from administrative officers to technical and uniformed services.

Its independence is structural rather than incidental: the appointment and removal of commissioners, and the security of their tenure, are written into the constitution precisely so that the body that decides who enters the civil service cannot be leaned on by the government of the day. Understanding that mandate is itself a common exam topic.
