Nepal moved from a unitary system to a federal democratic republic under the Constitution of Nepal. The federal structure has three tiers: the federal government at the centre, seven provincial governments, and 753 local level governments made up of metropolitan cities, sub-metropolitan cities, municipalities and rural municipalities.
Each tier has its own legislative and executive functions, with powers divided across exclusive, concurrent and residual lists set out in the constitution. For Loksewa aspirants, knowing which subjects fall under which tier - health, education and local infrastructure typically sitting with local governments - is a frequently tested topic.
A common exam trap is confusing the concurrent list with the exclusive lists. Read the schedules in the constitution directly rather than relying on a summary: the wording of each entry is what questions are drawn from.
